Viruses mutate. Some quicker and slower than others. Even Ebola has a great many sub variations. The mosquito is one organism which can be safely removed from the ecosystem without any wider damage. A mosquito can also only fly short distances in their life.

It is the breeding grounds which need to be adequately addressed, particularly in built up areas. People are too damn lazy to keep their area clean, not drop litter etc.

Until the time that science can come up with a way of killing them, you can only mitigate it. They can now breed Mosquitos to not pass on the dengue, st lucia should be volunteering like brazil and the Latin countries are doing.

The Mosquitos eggs can survive being dried out so they can easily be transported, in packaging, luggage etc. Hence their arrival in the Caribbean. It's been in Africa and India for years. If people are collecting water because there isn't a decent system of piped water you'll find the mosquitoes.
