The real problem is this. No administration past or present has ever decided on the actual net contribution of the allowance for carnival to the public purse. Without that, governments are just reacting with hope. Hope that it does positively and substantially contribute to the GDP figure. Maybe, just maybe, with hard times falling all around our ears, some Saint Lucians are only now just beginning to understand the meaning of the word "value". And too, the concept: "value for money".
