If this administration ever arrogantly tries to ride roughshod over the legal niceties and legislates a pay cut, it will have eggs all over its face. Only a kangaroo court will decide in its favour, if this matter is ever brought before an appellate court over the unilateral seizure by government of the employees' property.
Dr. Anthony should have long ago developed the necessary emotional intelligence to recognize this and not go there! To have produced a budget based such a shaky legal irregularity speaks to extent of the credibility and legitimacy of this current administration. No head of government should ever put itself in such a dangerously embarrassing position, whether or not it is coasting to another election. This is enough to galvanize such large voting bloc as the Civil Service to abstain from voting or to vote en masse, against any party that raises the spectre of such a disruptive economic shock.
In responding to the pay cuts, the Leader of the Opposition, embarrasses the people of St. Lucia by stating that the insurrection known as the Boston Tea Party caused the Civil War.

Why a pay cut across the Board of five percent?
SHAME on that Government. The Ministers should be cut by forty percent; because they make alot travelling the world. etc.
Permanent Secretaries too should be cut by thirty percent; followed by the Deputy Permanent Secretaries and other similar levels at ten percent.

Taking millions out of the hands of civil servants, in the form of a pay-cut, will undoubtedly hurt the economy.
With less spending money in circulation, businesses would be forced to lay-off workers; government would collect less taxes (VAT) and the standard of living would fall.

Ordinary St Lucians have made enough sacrifices, anything more will render them destitute. For once, let the persons who are really the ones burdening the state's resources make the sacrifices. It would be more fair to make pay cuts like:
til 1500.- = no paycut
1501-2500 = 5%
2501-5000 = 10%
5001-10000 = 20%
over 10001 = 30%

It is against the law to make pay cuts arbitrarily like that. A pay freeze, a hiring freeze, are lay-offs are ok, but not one-sided pay cuts. Besides, it is not good industrial relations practice for the employer, the government to do this, without the expressed consent of the workers. Otherwise, this renders future collective bargaining agreements and contracts worthless.
