I couldn't agree more. The police should be more proactive. They need to get the upper hand on criminals. They should demand respect by showing who is in charge. They can set traps for those criminals. However for the police to be effective they need the support of the citizens. Sooner or later there will be cries of harassment by those same criminals from which point human rights groups will intervene but we should be prepared for that.

Sift through the following three world practices and design a MANDATORY YOUTH SERVICE CORPS of course with exception credits for those in full time Cadet corps and other qualify intra -mural (varsity) sports engagement.

1- Mandatory Registration of all teens age 15- using the framework of the Selective Service registration for older US teens. The US System is merely a safegaurd in the event that rapid national mobilization of military forces is needed as in its more archaic predecessor -The Draft.

2- National conscription for set time limits for young adults is practiced in Israel 9a most advanced academic-techno-agro-industrial nation. I am not as certain if Russia continues forced conscription from its USSR days - but it was a vital part of its "armada of boots on the ground " strategy to galvanize its Warsaw Pact forces- during the Cold War era.

3- Exemplary National youth service is a salient predictive criterion of employment potential.

Take the heroic example of Pierre Charles former prime Minister of Sister Nature Isle Dominica. He was a Dominica Youth Cadet in his early teens.

A foundation that instilled in him a sense of purpose to serve his community.

Even when ill with heart health problems -he refused to quit his leadership post -because his country was going through hardships. He died in the active call to duty -service to nation building.

His cadet corps early immersion into assuming national responsibilities has great construct validity for a rigorous mandatory youth services corps here in St. Lucia.

-Canada has always been generous. If we plead- beg (perhaps in exchange for premium protection of their valuable tourists-- for a lease of remote wilderness in the north or northwestern territories
for a secure internment colony for youthful offenders-

maybe- perhaps- said incarceration will jump start their frigid sociopathic souls- on the path to warm civic redemption-

Siberia is a nice afterthought- Moscow would trade a free lease on a revamped Gulag for our youthful criminals in exchange for beach space for their "snow geese"" tourists ?

A free showing of the movie DR Zhivago in all theaters and TV prime times for a month will celebrate the signing of said prison exchange agreement and afford the bullies a chance to rethink.
