Very good info & intel- from one who sees the forest for the trees. You brought us to the quays and the layout of the problem-

My off the cuff synopsis (from one who knew "goat path" shortcuts between L'anse Road & Conway- when bush and groves commanded the shorelines up to and just beyond the modern Teacher's Training Center).

Firstly, too bad the brave "sea dogs" of Conway and their middle class cohorts along the Darling Road, Lanse Road lacked the foresight to create cooperatives and the political representation to own long term shares /stocks and major influence in the current waterfront.

Secondly, If the local citizenry was prepared 4 decades ago to assume the mantle of nation building via proactive participation- a better synergy would evolve with positive exponential economic outcomes.

Thirdly, even with a top heavy intelligentisa, the apparent lack of responsible codified planning and coordination resembles a spirited auction at a flea market to benefit deep pocket grabbers.

- The lawlessness surrounding codified planned construction that is respectful of the environment will come to haunt and gulp the cushiest of posteriors....the advent of stationery squalls & troughs are mere meteorological appetizers.

A famous natural harbor deserves a port & sky line that emulates if not echos its natural beauty.

Rio & Sydney are very good models. AND WHAT ABOUT VIEUX_FORT to reposition the overflow- Except for DELUXE shopping experiences -most nature and adventure tours are close if not closer to Vieux-Fort.

Provincial mindsets are so Victorian epoch. There is only one ST. LUCIA- Bexon and Pais Bouche are just as important as Mon Repos and Laborie.

Mix it up already-bypass the inertia of centralization
