It's about time that Saint Lucia gets ministers that have heads that are of much greater value and use, than mere decorated poles for carry around scarves, caps, tams and hats.
NIMBY? Not in my back yard is always a problem in any economy.
A wind farm can be located either onshore or offshore. There are several environmental issues to take into account: salt air (the saline content), noise, bird life, livestock and milk production, equipment maintenance, and purely weather-related issues like lightening, storms and hurricanes.
That said however, location decisions should be based on rigorous EIA (environmental impact assessments). Short of taking such a careful study, as the creole says, we may well wind up 'unfixing Saint Peter, in order to fix Saint Paul'.
DON'T GO NEAR WIND FARMS!! They are awful things. They kills birds, make noise, even break when the wind is too strong. They also need electricity to power them!
Try and focus on solar, that is developing quickly. Use different lights and cut down use. That will save a fortune.
Also consider light pollution. A lot of light is wasted because incorrect lights are used and at the wrong angle. Look at this website if you want more information http://www.britastro.org/dark-skies/

I only hope it will be in your bedroom!
We in the La-Tourney/ Cider High area in Vieux Fort will not sit idle and let this tribulation come upon us.
Take note accordingly.
