I prefer the leasing of cheap land in nearby South America (OAS discount or even handout may be granted) for the building of a holistic penal colony that is well sectioned for varying types of inmates and their level of crminal offense.

It should also have an isolated Super Max compound for the truly seasoned, hardened criminal types.

Tech now allows satellite multimedia video conferencing for court hearings at a distance. Criminals wont have easy access to cell calls where they intimidate witnesses or conduct their illicit activities from jail.

Given the tropical location closer to the equator
-solar energy and year round farming makes said penal colony sustainable and extremely low overhead costs of maintenance.

Being away from the familiar also helps those who are capable of rehabilitation.

Finally, the whale

Costa Rica is the ONLY success story in post Spanish Colonial Central America (Panama does not count because it became a major US outpost and International sphere of real influence vis a viz the canal.

Costa Rica NEVER had an army -the only independent country in Spanish Latin America with that distinction. They passed along the savings into education. Take a peek at where Tech companies are investing using up local workforce too- yes Costa Rica.

Costa Rica also did not experience the violent political extremes as its other Post Spanish colonial peers....hmmmmm!

We should not dismiss the idea of an army without considering the role national security now plays in political and economic development.
If when well managed, an army serve as a training ground for future leaders. It can also help to build and spread national values.
Without reliable leadership and clearly understood national values, we are only wasting money on all the alternatives mentioned in the article.

The Canadian Cadet Corps has a remarkable paramilitary structure and training framework that we can emulate

This is more than adequate for the national emergency, proactive auxiliary to the constabulary and avenue for economic practicums. (e.g., escort of tourists in remote areas, monitoring remote sensors, surveillance of protected habitats etc)

Finally, our closest (culturally) sister isle (Dominica) offer two salient vignettes:f

1- The merits of Cadet service
2- What can easily go wrong with a standing army

In the first Pierre Charles was Cadet in the Dominica Cadet Corps who built on that cultivated discipline and national commitment to become prime minister who placed national service above his own health setbacks (in the US Army that would call for a Medal of Honor commendation

In the latter Dominica's experience with an army is summed thus:

After independence on November 3, 1978, the growing arrogance of the prime minister was surpassed only by the sense of elitism that was increasingly associated with the style and actions of the members of the Defence Force (ARMY). By that time, the main center of training had shifted away from Britain to Guyana, and a growing rift appeared between the Force and the police, who continued to be trained in Barbados and Britain. For the first time, Dominica was faced with the prospect of a highly politicized military force (ARMY). It (ARMY) was well armed and trained, and although it was paid for by the country's taxpayers, it was accountable to persons who were fast being discredited.

Following the removal of the John government in June 1979, the domestic situation remained tense because the Defence Force, (ARMY) widely assumed to favor the ousted regime, had not been disbanded.

On April 27, 1981, Droege and eight other men, including Canadian James Alexander McQuirter and American Don Black, who later founded the white nationalist website Stormfront, were arrested by federal agents in New Orleans as they prepared to board a boat with automatic weapons, shotguns, rifles, handguns, dynamite, ammunition, and a black and white Nazi flag.

The plan was to charter a boat to Dominica and rendezvous via rubber boats with John and his makeshift army.
