She did not suggest any real or concrete initiatives. So, there again the unqualified and our shoe-ins in key decision-making roles have no clue which or how to take corrective action. The Saint Lucian government has no greater control of the situation just as before the speech was delivered.

For example, to simply offer platitudes like vague references to role of education can lead us down the garden path to wasting money and other resources that will never achieve desired results.

A standing army of teachers, where the job today has simply morphed into a paycheck, can mean substantial annual outlays of recurring expenditures as found in the government's annual Estimates of Income and Expenditure statements, with no commensurate economic returns.

In terms of public policy, we are back to square one. Save the stats, that was just another one of those bland speeches with no actionable programme. Perhaps too, that was the intent.

@11:37 AM, the fact that a problem exits, and you fail to acknowledge or address it, does NOT in any way make it go away. This does bear repetition.

In conflict resolution and decision making, you have to be principled and honest enough to SURFACE a problem first, in order to bring attention to it, and then to resolve it.

See? I am NEITHER a civil or public servant, nor a party hack. I call it as I see it. Got that, amigo? People like me may be YOUR problem, but I am NOT part of THE problem regarding Saint Lucia's dysfunctional culture of mediocrity.

Any who you are most certainly in the right for demanding substantial fleshing out of remedial or intervention policy that addresses the economic malaise.

Perhaps this was a dress rehearsal for a possible SLP contender to rival Dr. Rigobert? If my hypothesis has any traction then why bare her hands at studied recipes - at intro- allowing her rivals to tweak / reconfigure and repackage at election time.

Additionally the venue of this speech does not require the the qualitative thesis that you demand. Apparently, her task was to promote enthusiastic optimism as St. Lucia navigates her dire "Terra del Fuego" economic straits.

So, how well did she do as a motivational speaker using the 'Pastor Jakes" gospel oratory meter?

I am most eager to Venn diagram the SLP contender & Dr Rigobert.

This is so hot-I may need a Sulphur Springs bath to cool of.

This is meant in a positive Greek sense. Dr. Rigobert appears to be equipped with better political survival instincts and more positively Amazonian than the other doctor speechmaker.

Granted Dr. Remy's association and scholarship, the venue does suggest the organizers' buy in of "the soft bigotry of low expectations" by the political directorate past and present. This, in part explains the contentment of having complete morons appearing on the ballot sheets of both political parties, especially the UWP candidates under John Compton.

Strange the blogger who suggested Aeneas as a a correction...helped me to rethink sapects of that epic drama in reference to St.Lucia.

Helen as a literary figure is also symbolic of uncompromising CHANGE.- albeit progressive. The consequences of Helen's response of love to her Trojan suitor was not just a mini world war led by Argamemnon- It also meant a breakaway from the orthodoxy of marital arrangements of that epoch.
Consequently, the remnants of defeated Troy initiate the founding of the gtglorious Roman Empire- progressive change from the ashes of colossal calamity.

St.Lucia can learn from Helen the heroine of change.
